“It’s midnight, the meeting is adjourned.” The deputies concluded eight days of debate on the “revenue” part of the state budget on Monday, November 3 at midnight. Because they were unable to examine all the amendments, they will not be able to vote on this text on Tuesday, replaced in the hemicycle by the examination of the Social Security budget (PLFSS). Over the hours of discussion, the observation becomes clearer every day: the Assembly risks not being able to examine in full the first part of the finance bill before November 23 at midnight, the date on which the government must transmit the text to the Senate.
If there is a chance that the debates will accelerate, the government now seems to be clearly considering the possibility of missing the deadlines. The Minister of Public Accounts Amélie de Montchalin assured Monday on France 2 that the government was committed to “to transmit” in the Senate “all amendments” who will have been “voted” by the National Assembly. A way of assuring parliamentary groups that their work will not be in vain.
This announcement comes after eight days of bitter debate. An examination which continued on Monday with in particular the adoption of an RN restoration amendment “the exit tax” (expatriation tax) in its original Sarkozy version. Or the tightening of the Dutreil pact which facilitates the transfer of a family business. In the evening, the deputies rejected one of the most criticized measures of the draft state budget which plans to subject to income tax daily allowances paid to people suffering from a long-term illness (ALD).
Recognizing these limits in the budgetary discussion to achieve a coherent overall copy, the Prime Minister asked his ministers to bring together the representatives of the groups to find points of agreement. The left did not attend the meeting organized at midday at the Ministry of Relations with Parliament, due to the presence of the National Rally. In addition to the RN, its ally the UDR of Eric Ciotti, the independent Liot group and representatives of the common base attended.
