The Socialists won a victory on Wednesday November 5 in the budgetary debates with the adoption in the National Assembly of one of their flagship proposals: an increase in the generalized social contribution (CSG) on capital income, intended to finance the suspension of the pension reform. An initial unfavorable vote on a similar measure earlier in the evening revealed tensions on the left, but the socialists ultimately managed to rally around the measure.

The rose party group did not censor the government of Sébastien Lecornu in an attempt to achieve budgetary victories, and first of all the suspension of the pension reform. But the question of financing remains as the government seeks to reduce the deficit below 5% of GDP. However, after the rejection last week of the left’s proposals to tax high wealth, including the Zucman tax, the socialists have been pressing the executive for several days to support their proposals for new revenue in the Social Security financing bill (PLFSS).

On Wednesday, it was therefore finally an amendment from Jérôme Guedj (PS) which was adopted, with the support of a good part of the government camp, to advance the Generalized Social Contribution (CSG) on capital income, expecting to collect an additional 2.8 billion euros in 2026. The measure increases the rate of a fraction of the CSG from 9.2% to 10.6%, which relates in particular to certain income from real estate, savings and investments, or capital gains on real estate and movable property. The measure was adopted by 168 votes to 140. The voices of many Macronist deputies (from Renaissance and MoDem) joined those of the left. The right-wing deputies (LR and Horizons) voted against, as did the National Rally.
