The UGTT denounces the exclusion of its representatives from the board of directors of the CNRPS


The Tunisian General Labor Union denounced, in a press release emanating, Thursday, November 6, 2025, from the Department of Social Protection and the Unorganized Sector, what it considers to be a “ previous serious » consisting of excluding its representatives from the meeting of the board of directors of the National Retirement and Social Security Fund. The union organization considers that this is a flagrant violation of the legal and regulatory texts governing the composition and functioning of the council.

According to the press release, the authority concerned deliberately omitted to send the invitation to the representatives of the UGTT, in breach of the principle of transparency and participation, and in contradiction with the role of social partner that the Union considers as guarantor in the management of public institutions. The department indicated that it had called on a bailiff to note the exclusion and send an official objection to the management of the CNRPS, considering that such practices undermine the rule of law and the rules of good governance.

The UGTT emphasizes that this episode is not a simple administrative dysfunction, but is part, according to it, of an approach aimed at marginalizing its role within social protection structures. The organization recalls that the persistent administrative vacuum and the delay in the appointment of the presidencies of social funds have already paralyzed the functioning of the permanent monitoring committees, in particular those responsible for markets and internal control, leading to a blockage to the detriment of members and retirees.

The Department of Social Protection has announced its intention to take legal action to challenge this decision, warning of the risks of unilateral management of the funds, likely to compromise their internal balances and weaken social dialogue.

The same source recalls that the presence of the UGTT within the three social funds – National Social Security Fund, National Retirement and Social Insurance Fund and National Health Insurance Fund – does not constitute an administrative privilege, but the culmination of a long process of struggle for participatory governance and real social justice. The Union affirms that it has assumed its responsibility in safeguarding the social system, in particular through the adoption of the exceptional solidarity contribution to avoid the bankruptcy of funds and protect the rights of policyholders and retirees.

The organization concludes by reaffirming its attachment to its national role in the defense of public institutions, transparency, participation and respect for the law.
