A final day of debates before another two-day break. The National Assembly, which resumed examination of the finance bill (PLF) on Wednesday, will ultimately not sit on Saturday and Sunday, as initially planned. “We must also take into account the fatigue that exists among deputies, among collaborators, among administrators” of the Assembly, explained Laurent Panifous, the minister in charge of Relations with Parliament. The left denounces a decision “unacceptable”.
Still some 2 000 amendments to consider. Will the deputies be able to finish the budgetary debates on the finance bill on time? “It would take 78 hours to complete” the shutter PLF “recipes” and “42 left”declared the president of the session, Hélène Laporte (RN). A vote is still scheduled for 3 p.m. Monday on this part, but this schedule seems far from assured due to the pace of the debates. The entire text must be transmitted to the Senate no later than November 23 at midnight, according to constitutional deadlines.
The deputies adopted article 45 which sets France’s contribution to the European Union for 2026. This contribution is set at 28.78 billion euros. France Insoumise and the National Rally had proposed significantly lowering this contribution, but their amendments were all rejected on Thursday evening.
Important issues on the agenda. A multitude of taxes remain to be examined, including that on small packages, which is attracting particular attention as the controversy surrounding the online commerce giant Shein stirs up public debate. Or the increase in stamp duties to obtain a residence permit, criticized by the left.
