David Amiel, Minister Delegate to the Minister of Action and Public Accounts was the guest of “8h30 franceinfo”, Sunday November 30, 2025. He answered questions from Hadrien Bect and Camille Vigogne Le Coat

I want to improve public services, not destroy them“, affirms David Amiel, Minister Delegate in charge of the Civil Service and State Reform. He recalls that “the 2026 budget plans a reduction of just over 3,000 public jobs“, “with hiring in the Ministry of the Interior, the Ministry of Justice, the Armed Forces, because we need soldiers, more police officers on the ground, justice personnel to relieve congestion in the courts“. But David Amiel makes it clear that “in the rest of the ministries“, the government”makes considerable savings“.”This allows us to have an overall reduction in state agents next year.“.

In addition, 16,000 civil servants were recruited in the first quarter, “hiring in local authorities“, underlines the minister. “There, it is not the State which decides, it is the local authorities which make their own choice. It is the choice of mayors, regional presidents, presidents of departmental councils“, explains David Amiel.

The increase in the number of civil servants at the state level, over the last 20 years, is less than 10%. It is 40 to 50% in local authorities. Faced with these figures, the Minister Delegate in charge of the Civil Service recalls that “local authorities are administered freely“, which “it is up to them to choose between investments, hiring“.”It is not up to the minister to decide for them“, insists David Amiel.
