Creating a real order can be legally complex, so the report proposes an equivalent, but more flexible, system. A “quasi-order”, a federation of diagnosticians with public service delegation such as sports federations in particular. This federation would define “an internal regulation”would put “in place of disciplinary committees”. Another proposal put forward in this report is the creation of a national reporting platform, with a national alert register. Or even this idea of ​​dissociating the phase of carrying out the diagnosis from the communication of the final score, of the accommodation, which could be awarded by Ademe (Agency for the environment and energy management) in order to avoid any pressure in the field on the diagnosticians by the owners. These recommendations were put forward in the face of dysfunctions on the issue of energy performance diagnostics. There are 4 million DPEs carried out each year.

It’s about converging “towards the same requirement: restoring confidence in real estate diagnosis, in particular in the DPE, thanks to increased professionalization, clear regulation and credible governance”states the report. This also assumes “the establishment of effective control mechanisms and proportionate sanctions in the event of breaches, an essential condition for guaranteeing the quality and reliability of diagnoses”.

It is furthermore “to consolidate a strategic link in the energy transition, to preserve the value of French real estate assets and to ensure that each diagnosis truly engages the responsibility of its author. It is at this price that we will be able to build a fairer, more understandable and sustainable housing policy”,explains the document submitted to the government.
