The General Federation of Teachers of Higher Education and Scientific Research held its ordinary congress on Sunday, December 21, 2025 in Tunis, under the presidency of the secretary general of the Tunisian General Labor Union (UGTT), Noureddine Taboubi, and with the supervision of Othman Jellouli, deputy secretary general in charge of the department of social protection and the unorganized sector.
At the end of the work, the congress resulted in the election of a new union office, headed by Boubaker Ben Ali, elected secretary general of the Federation.
The new office is composed as follows:
- Ahmed Azzouzna, deputy secretary general in charge of internal regulations
- Hafsia Saïdi, Deputy Secretary General in charge of Finance, Memberships and the Social and Solidarity Economy
- Lotfi Hajlaoui, deputy secretary general in charge of information and publishing
- Manoubi Mejri, deputy secretary general in charge of studies and legal affairs
- Hayet Yaâkoubi, deputy general secretary in charge of union training and cultural activities
- Islem Belhaj Rahouma, Deputy Secretary General in charge of social protection and the informal sector
- Mourad Hadhri, Deputy Secretary General in charge of Arab and international relations, migration and Tunisians abroad
- Saloua Marzouk Kheirallah, Deputy Secretary General in charge of women, youth and relations with civil society.
This congress marks the end of the mandate of Nizar Ben Salah, who was elected secretary general of the Federation during the congress held in Nabeul on June 26, 2021. The office resulting from this previous congress included in particular Baccar Gharib, Naziha Elati, Yosra Seghir, Boubaker Ben Ali, Ibrahim Kalech, Hedia Arfaoui, Mourad Hadhri and Fayçal Settiti.
