Same decision as for the “revenue” section. The deputies of the Finance Committee overwhelmingly rejected, Wednesday, November 19, the “expenditures” of the State budget, which have been profoundly rewritten, and which will not have the opportunity to be voted on in the hemicycle at first reading before the passage of the text to the Senate.

This vote is above all indicative, since it is the government’s initial bill which would, in any case, have arrived in the hemicycle, as is always the case for budgetary texts.

But the vote was clear: only the socialist deputies announced to abstain, all the other groups opposing this “expense” part. Between the supporters in the center and on the right of a significant reduction in spending, and the supporters on the left of sufficient investments to be compensated by additional revenues, the text was torn apart in committee. “The final copy makes no sense”deplored the general budget rapporteur Philippe Juvin (LR).

On the balance sheet several major credits were purely and simply rejected, “eight” according to vice-president Daniel Labaronne (Renaissance) at the opening of the session, citing in particular those dedicated to“agriculture”THE “culture”I“ecology”to the “justice” or to the “health”. “This copy completely misses the point, we need to control public spending”criticized his bandmate Paul Midy.

“We are destroying parliamentary democracy”worried Charles de Courson (Liot). Eric Coquerel (LFI), president of the commission, described “a bizarre democracy which means that we can study a bill from the start in a minority”without Parliament actually having “the means” of “transform it like in other countries in the world”.

This vote on expenditure risks being the only one at first reading in the Assembly, because the debates in the hemicycle are still stuck on Wednesday in the “revenue” part of this budget, with more than a thousand amendments to be examined before Sunday evening.
