In Saint-Brieuc (Côtes-d’Armor), an average city of 45,000 inhabitants, 25% of the shops are empty, according to the town hall. Stéphanie Caborel has been installed here for 11 years. To attract customers to the city center, the mayor of Saint-Brieuc, Hervé Guihard, will pre-empt the commercial premises in poor condition. The municipality has created a property to accommodate empty premises, renovate and rent them at a low price to new traders. Budget ? 8 million euros.
