Russian President Vladimir Putin assured, Tuesday December 2, 2025, that he did not want a war with Europe, but was ” ready “ if the Europeans “wish and start”shortly before consultations with American envoy Steve Witkoff in Moscow.
“We do not intend to wage war on Europe, but if Europe wants it and starts, we are ready now”Mr. Putin told journalists, accusing the Europeans of wanting ” to prevent “ US efforts to end the war in Ukraine. “They have no peace program, they are on the side of war”he added.
According to the draft American plan, Washington proposes a settlement of the conflict providing in particular for kyiv to cede the regions of Donetsk and Lugansk to Russia, as well as recognition in fact by the United States of these territories — as well as Crimea — as Russian. Ukraine should renounce joining NATO and enshrine this commitment in its Constitution, while Kherson and Zaporizhia would be divided along the front line. The text also limits the Ukrainian army to 600,000 soldiers and prohibits any stationing of NATO troops in Ukraine.
In exchange, the United States and its allies would offer kyiv security guarantees equivalent to those of NATO, as well as a reconstruction plan financed by frozen Russian assets. A “peace council” chaired by Donald Trump would oversee implementation of the agreement.
European capitals, for their part, welcomed the plan with great reservation, seeing it as a project largely aligned with the Kremlin’s demands.
