The government has validated a set of national guidelines aimed at preparing the ground for the implementation of the 2026-2030 development plan. The year 2026 will mark, according to the Minister of Economy and Planning, Samir Abdelhafidh, the effective launch of several structuring programs focused on employment, social inclusion, housing, education, health and youth.
Employment, community enterprises and social inclusion
In the area of employment, the executive plans the creation of a personalized support system for young job seekers in order to strengthen their skills and their socio-professional integration. A new national “life skills” training strategy will also be implemented throughout school and professional careers.
The government also intends to encourage circular migration, allowing young Tunisians to gain experience abroad before using it in the country.
Concerning community companies, a specific financing and support program will be established. The credit line introduced by the 2020 finance law will be extended until December 31, 2027, with an additional envelope of 35 million dinars included in the 2026 finance bill. These loans, under preferential conditions, will be repayable over ten years, including two grace periods.
Reform of the social protection system
The government plans, according to Samir Abdelhafidh, to revise the social security and retirement systems, by diversifying sources of financing and modernizing the private sector supplementary system. The scope of social coverage will be extended to Tunisians residing abroad, while the health insurance system will be overhauled with the establishment of a complementary scheme.
Furthermore, new legislation on the rights of persons with disabilities, in line with international standards, is being developed, alongside the creation of reception centers for the elderly and those without support.
Strengthening the family framework and empowering women
In line with its inclusive growth strategy, the government is preparing the national strategy for the promotion of female entrepreneurship by 2035, accompanied by the “Raydet 2” program.
The law on alimony and divorce allowances should be adopted in 2026, as should a text creating a family mediation system. The national plan for family cohesion by 2035 will also be launched.
Social housing: more than 4,000 units planned
On the housing side, the State is focusing on the promotion of social housing and the expansion of leasing and installment sales mechanisms.
According to the minister, 2,926 housing units are currently under construction in seven governorates, and 913 new housing units will be launched in eight other regions, as part of the specific social program.
Education and training: modernization and inclusion
The government intends to finalize the installation of the Higher Council of Education and Teaching, generalize broadband connection in schools and introduce more digital tools in learning.
A plan to modernize educational infrastructure and revise the school map will be deployed, with the creation of a digital platform for monitoring students with specific needs and the introduction of a new profile of “specialized teacher” in schools.
The ministry is also preparing a new model of technical education and vocational training, leading to higher diplomas and better integrated into technological centers and applied research.
Health: new structures and modernization of the system
On the health front, the government is focusing on strengthening hospital infrastructure and reducing regional disparities. The construction sites of the King Salman Ben Abdelaziz University Hospital and the Aghlabid medical city in Kairouan are continuing, as is the construction of type “B” regional hospitals.
The authorities also plan the creation of a national medicines agency, the establishment of a roadmap for the local production of vaccines and the digitalization of the health system through remote medical services.
Youth and sport: towards a national strategy for 2035
Finally, the 2035 national youth strategy will be broken down into sectoral plans. A National Youth Academy, a network of citizenship clubs and twenty multifunctional integrated spaces will be created in the interior regions.
A law on sports structures and a text against violence in stadiums are also planned, alongside the rehabilitation of major sports infrastructures and the construction of local fields.
