Presented as a practical manual, the guide “All responsible“wants to be”a concrete translation“from Emmanuel Macron’s desire to place resilience at the heart of national security. There we find gestures, reflexes and benchmarks”essential to act effectively in a crisis situation“. The goal is to “promote each actor — citizen, community, business, State — in building a stronger and more united Nation where everyone is responsible“.

Beyond natural, technological and industrial, health and also terrorist risks, the guide mentions, among the possible crises, a war, as well as cyberattacks and disinformation by “an organization or state hostile to France“. The possibility of a “threat linked to a major commitment of our armed forces outside the national territory“is in fact clearly mentioned there, while the risk of a foreign power hostile to France is mentioned.”takes advantage of a crisis situation to seek to aggravate disorder” by spreading rumors and false information. The guide cites fake videos made by artificial intelligence and gives advice for “unmask information manipulation“.

Please note that in the event of a major crisis, the authorities will broadcast information on official government channels, as well as on television or radio channels. This is why it is important to have a battery-powered radio in the event of a power outage, among a list of essential products to stock at home in order to constitute your “emergency kit“.

This kit meets the three key principles in the event of a crisis: drinking and eating, being warm and taking care of yourself. It is therefore advisable, for example, to store six liters of water per person, non-perishable food that does not require cooking, a first aid kit, medicines, a battery-powered radio, cash or even photocopies of identity documents in a waterproof pouch.

Distributed nationally and relayed by ministries, local authorities, associations and decentralized services, the guide is aimed at all French people. “Its tone is intended to be educational and concrete, in order to support the French on the right reflexes to have in these situations and encourage citizen engagement.“, we can read in the preamble to this guide, the preparation of which was announced in March.
