There is no need for optimism. While the debates are getting bogged down in the National Assembly, it seems “highly likely” that the lower house cannot complete the examination of the budget in time, estimated, Sunday November 2 on LCI, Philippe Juvin (Les Républicains), general rapporteur of the text. After the rejection of the Zucman tax on Friday, the deputies will resume on Monday the examination of the first part of the text, devoted to revenues, but for only one day. From Tuesday, the Social Security financing bill takes over in the Chamber.

“A vote on the revenue part will perhaps take place, but not on the expenditure part”explained Philippe Juvin. The state budget will not return to the agenda until November 12. There will then be eleven days before the budget copy is sent to the Senate, November 23 at midnight at the latest. Parliament has 70 days in total to decide, according to constitutional deadlines.

If Philippe Juvin thinks that a vote on the first part before November 23 is possible, he does not however see “no majority” in the hemicycle to adopt it. In the event of rejection of the revenue part, the government transmits the text to the Senate, which starts from the initial copy. The LR rapporteur wants to be more confident about the continuation of the debates in the upper house, dominated by the right and the center-right. Deputies and senators will then try to agree on a common version during a joint committee.

“The French should not worry. There will be a text before December 31. And this text will either be voted on by the Assembly and the Senate, or it will be rejected by the Assembly”he assured. In this case, “the government will have in hand what we call the special law, like last year”he added. This type of law is one of the instruments allowing the government to avoid administrative paralysis if a state budget cannot be promulgated.
