The special law, submitted to Parliament on Tuesday December 23 in order to provisionally renew the 2025 budget, “generates a lot of uncertainties, questions” on the reform of teacher training, which must come into force from next March, alert on France InterSophie Vénétitay, general secretary of SNES-FSU, the leading teaching union in middle and high schools.

Next spring, the reform of initial teacher training provides for the first time that nearly 8,000 candidates will be selected for Bac+3. But for this, these trainee teacher positions must be included in the state budget, which is not the case with a special law. The number of civil servants must in fact be indicated in a finance bill. The concern is all the more significant in Education as there is a shortage of teachers.

In this context, Sophie Vénétitay wonders about the rest of the recruitment process. “What does this mean for students who have been preparing for several months, will we be able to hold the competitions from March onwards, to offer all the jobs necessary to cover the Bac+3 and Bac+5 competition?” she asks.

The general secretary of SNES-FSU believes that it “It would still be good for everyone if, during the month of January, we could plan on what it is possible to do or not.” The resumption of debates on the budget is scheduled for January. Sophie Vénétitay recalls that “behind these figures, there are also schools, colleges and high schools which must prepare for the start of the school year, we will not be able to wait too long either”.

The Minister of National Education, Édouard Geffray, himself highlighted this last week on France 2: “The competition at the end of the license is new (…). So if I don’t have a budget, if we don’t have a PLF (finance bill) 2026 which is adopted, for the moment I don’t know how to organize this competition”he had said.
