“We are preparing for all scenarios” but “no implementation” at this stage, explains the Cnav

While the Work and Pensions conference, requested by the Prime Minister, begins on Tuesday, at the same time as the examination of the Social Security budget, the National Old Age Insurance Fund is planning a “long legislative journey” and will “therefore not start to change the rules”, explains its director.

“We are preparing for all scenarios but we are not starting any implementation”indicates Tuesday, November 4 on franceinfo, Renaud Villard, director of the National Old Age Insurance Fund (Cnav) while the examination of the Social Security budget opens in the Assembly with the suspension of pension reform as a key subject. A suspension which was voted on in committee last Friday.

“The legislative journey is still long. We are therefore not going to start changing the management rules, moving IT when Parliament has not decided”explains Renaud Villard. And you should know that“between the political decision and implementation, there is a period of five months”. “We won’t be able to do it in less than five months, businesses are the same, warns the director of Cnam. It’s essential not to change the rules of the game suddenly, in January, because we don’t decide to leave December 15 for January 1, otherwise it’s a bad start.”

“The issue of timing is crucial because if we consider implementation on January 1, 2026, this means that for six months, 30 to 40,000 files per month are stored, as they cannot be processed.”

“So I find myself on July 1st with 200 000 unprocessed files. These are therefore policyholders who are waiting up to six months for their retirement.”continues Renaud Villard.

If the legal age is indeed postponed, “the first affected next year will be those born in 1964, starting with those born on January 1, 1964,” specifies Renaud Villard, “they will be able to leave from September 1, 2026 instead of leaving in 2027”. “On an 800 000 French people born in 1964 and among them, 450 000 will benefit from this advancement. The others are not affected by this measure because they are already leaving well before the legal age. Despite everything, there is a gap between ‘benefiting’ and ‘asserting your rights’ so it is estimated that around 250 000 people will actually choose to leave earlier”, believes Renaud Villard.
